Notice is hereby given that the Gulfport Redevelopment Commission, the urban renewal agency of the City of Gulfport, Mississippi (“GRC”) will accept proposals for the following: Proposals from qualified applicants to lease a 0.745 acre development site located south of the Gulfport Small Craft Harbor for purposes of developing, constructing and operating a multi-use structure which may include potential restaurants, short-term lodging, fuel dock, bait shop and/or family entertainment components.  The proposal must enhance and stimulate the economic viability of the City of Gulfport and specifically the Small Craft Harbor and central business district of the City.

One (1) unbound reproducible original, two (2) bound copies and one (1) USB drive of the proposal shall be submitted to GRC.  All proposals must be sealed and clearly marked on the outside of the envelope as indicated “Elevated Structure Development” and addressed to the Office of Procurement, 1422 23rd Avenue, Gulfport, MS 39501. All proposals must be received by the Office of Procurement, no later than 10:00 o’clock a.m. local time on June 4, 2025 or uploaded to the Planroom at www.gulfportmsbids.com, after which time they will be referred to the GRC.  Any submittal received after the above stated date and time will be returned unopened.

All inquiries shall be in writing and directed to the following office.  No questions or requests for clarifications will be addressed within five (5) business days of the due date of the proposal.

The selection committee will review each proposal based on the grading criteria as noted in the RFP package.  The GRC retains the ultimate authority in making these determinations.  The selection committee may develop a short list from which interviews will be scheduled and evaluation will be based ONLY on the data submitted in response to the request for proposal and such other information as the GRC may deem necessary or appropriate.  Upon final selection(s) and a determination made by the GRC a written contract/lease may be awarded to the individual(s)/firm(s) whose proposal is determined by the GRC to be the most advantageous to the project.

The GRC reserves the right to reject any and all proposals, in whole or in part, and to discontinue contract negotiation with any party at any time prior to final contract execution. 

Direct contact with the GRC, including but not limited to City of Gulfport employees, including the Mayor and City Council, the GRC’s Board of Commissioners, or the GRC’s employees or affiliates regarding the subject of this proposal is strictly forbidden.  Violation of this paragraph may result in disqualification of your submission.

The successful firm must adhere to the City and GRC’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap. Publish in the Legal Section on: 4/20/25 and 4/27/25
