The City of Gulfport is seeking sealed bids for City Wide Lift Station Improvements (MCWI No.154-2-CW-5.5) Project.
Sealed bids will be received in the Office of Procurement located at 1410 24th Avenue, Hardy Building, 2nd Floor, Gulfport, MS 39501
until 10:00 a.m., local time on September 20, 2024 either by mail, hand delivery or uploaded to The Plan Room at www.gulfportmsbids.com , after which time they will be opened and read aloud. 

Scope of Work: The project includes, but is not limited to, furnishing material and labor to perform renovations, modifications, and upgrades to three of the City of Gulfport existing sanitary sewer lift stations. The work consists of, but not limited to, replacing pumps and piping, replacing all guide rails and associated brackets, replacing electrical equipment and controls, cleaning and recoating of the wet well, demolition of existing structure, by-pass pumping, replacing all access hatches, installing permanent by-pass pumps and connections, installation of dog house manhole, repainting/recoating of existing structures and equipment; and all necessary site work to restore the site from construction operations.

Plans and specifications may be obtained from the Procurement Office, 1410 24th Avenue, Hardy Bldg., Gulfport MS 39501 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.

A Pre-Bid Meeting will be held at 10:00 a.m., on September 12, 2024, at the following location:

Questions – All questions regarding this bid should be submitted in writing to Jason Polite, P.E. via email at jpolite@mpdesigngroup.us.  All questions must be submitted in writing; telephonic inquiries will not be considered.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time.  Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder.  However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

The Contractor shall adhere to all procurement requirements as per document 2 CFR 200 as a part of the project expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure (MCWI) Grant Program with anticipated American Rescue Plan Act (ARPA) funds.

Per the Mississippi Law, MS Code 31-3-21(3); any bid submitted by a non-resident contractor which does not include the non-resident contractor's current state law pertaining to such state's treatment of non-resident contractors, shall be rejected and not considered for award. If no such law exists in the non-resident contractor's state, then the non-resident contractor may provide statement to that effect.

Direct contact with any City employee, GRC Commissioners, including Administration and City Council, on the subject of this proposal is strictly forbidden.  Violation of this paragraph will result in disqualification of your submission.
