The City of Gulfport is inviting sealed bids for the Mississippi Infrastructure Modernization Act – North Gulfport Wastewater Treatment Plant Filter Rehabilitation (MCWI No. 149-2-CW-5.5). Bids must be submitted to the Office of Procurement at 1410 24th Avenue, Hardy Building, 2nd Floor, Gulfport, MS 39501, by 10:00 a.m. local time on September 17, 2024. Bids can be delivered via mail, hand delivery, or uploaded to The Plan Room at www.gulfportmsbids.com. After the specified time, bids will be opened and read aloud. The proposal and contract documents should be enclosed in a sealed envelope marked “Mississippi Infrastructure Modernization Act – North Gulfport Wastewater Treatment Plant Filter Rehabilitation (MCWI No. 149-2-CW-5.5)” and delivered to the City of Gulfport Procurement Department at the aforementioned address. Alternatively, submissions can be made electronically at www.gulfportmsbids.com before the designated deadline.

Scope of Work: This project generally consists of rehabilitation of the existing North Gulfport Wastewater Treatment Plant effluent sand filter system. Work will include removal of sand filters and appurtenances, retrofitting the structural, mechanical, and electrical components of the existing concrete basins, and installing a disk cloth media system.

Plans and specifications may be obtained from the Procurement Office, 1410 24th Avenue, Hardy Bldg., Gulfport MS 39501 between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday.

An optional Pre-Bid Conference Meeting is scheduled for August 7, 2024, at 10:00 a.m. The meeting will take place at the Gulfport Engineering Department, located at 4050 Hewes Avenue, Gulfport, MS 39507.

All inquiries regarding this bid should be directed in writing to Ben Benvenutti, P.E. at ben@ccellc.us. Questions must be received no later than August 15, 2024, at 10:00 a.m. CST to be considered. Any questions submitted after this deadline will not be entertained.

Please note that only written inquiries will be accepted; telephonic inquiries will not be considered. Thank you for your cooperation.

The City is NOT responsible for bids which are mailed to the wrong address or which arrive in the mail after the designated bid opening time. Bids may be delivered in person to the Office of Procurement prior to the bid opening at the time, date and location listed above.

The project will be awarded to the lowest and best bidder. However, the City of Gulfport reserves the right to accept or reject any or all bids or to waive any informality.

The successful bidder must adhere to the City’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap.

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

The Contractor shall adhere to all procurement requirements as per document 2 CFR 200 as a part of the project expected to be funded in whole or in part by anticipated funds from the Mississippi Municipality & County Water Infrastructure (MCWI) Grant Program with anticipated American Rescue Plan Act (ARPA) funds.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.
