Sealed Statements of Qualifications will be received by The City of Gulfport at 1410 24th Avenue, Gulfport, MS 39501 until 10:00 am (local time), December 6, 2023 for The Debuys Road Sewer Pump Station.

The City of Gulfport intends to employ a consulting engineering firm to provide engineering services utilizing Labor Hour/Unit Price or Lump Sum/Firm Fixed Price contract for Debuys Road Sewer Pump Station – Forcemain connection to West Biloxi Wastewater Treatment Plant. The project will utilize Mississippi Municipality & County Water Infrastructure (MCWI) grant funding for repairing existing force main, associated appurtenances and re-routing wastewater from the North Gulfport Wastewater Treatment Plant to the West Biloxi Wastewater Treatment Plant.  The project will utilize American Rescue Plan Act (ARPA) of 2021 and consists of rehabilitation of existing sewer pump stations locatedin the city limits of Gulfport. The Consultant’s scope of the services includes, but is not limited to, surveying, development of construction plans/specifications, preparation of easements/right-of-way maps and deeds for purchases, environmental related services, bidding phase services, construction engineering, and inspection services.

The selected firm shall provide engineering services related to the scope of work described. Consulting engineering firms interested in providing these services may so indicate by furnishing the City of Gulfport one (1) original and one (1) copy plus a digital version of their qualifications which should consist of the criteria found in RFQ.

The City of Gulfport reserves the right to select one (1) consultant or select a short list of consultants from whom more information will be required.

The City of Gulfport reserves the right to reject any and all Proposals and/or to discontinue contract execution with any party at any time prior to final contract execution.

RFQ packets will be located on-line at www.gulfportmsbids.com or via email jversiga@gulfport-ms.gov Monday through Friday, 8:00 a.m. to 5:00 p.m.  Engineering firms/individuals should submit a list of their qualifications, experience, and capacity for performance. Firms/Individuals must submit the name of the primary contact person and the person within the firm (if applicable) who shall be the Owner’s contact and party primarily responsible for rendering services, if selected.

The grant funds provided by this agreement are made available pursuant to the Municipality and County Water Infrastructure (MCWI) Grant Program Grant of 2022 (Miss. Code Ann. § 49-2-131), provided through funds awarded to the State of Mississippi pursuant to the American Rescue Plan Act of 2021 (“ARPA”), Public Law 117-2 (March 11, 2021), provided through the US Department of Treasury pursuant to Federal Award #SLFRP0003 and CFDA No. 21.027 awarded on May 10, 2021, and subsequently to MDEQ through Mississippi Senate Bill 3056, 2022 Regular Session (April 26, 2022) and Mississippi House Bill 1716, 2023 Regular Session (March 22, 2023), Treasury Regulations 31 C. F. R. § 34 et seq., including 31 C. F. R. §§ 34, Subpart D, all applicable terms and conditions in 2 C. F. R. Part 200 (including Appendix II to Part 200), and all other OMB circulars, executive orders or other federal laws or regulations, as applicable. The Mississippi Department of Environmental Quality, the United States, or any of its departments, agencies or employees is not and will not be a party to this solicitation or any resulting contract.
